Technically, it's illegal because the lower section is owned by the water agency. In fact, 4 major canyons on Mt. San Jacinto are closed to the general public: Snow Creek Canyon, Falls Creek Canyon, Chino Canyon (including North Chino Canyon), and Tahquitz Canyon. My opinion: that seems excessively restrictive. Supposedly 3 of the 4 canyons are closed because they supply drinking water to the desert cities. Never mind that they chlorinate and test the water, or that the tramway has a septic drain field at 8,400 feet. Granted, it probably drains into Tahquitz Canyon...hopefully. :)
